The City of Beverly Hills entered into an exclusive franchise agreement beginning April 1, 2004, to provide solid waste collection services to commercial customers. After the first year of service under the new Agreement, the City requested HF&H Consultants to perform a compliance audit with selected provisions of the Agreement.
HF&H Solutions
In order to achieve the City’s goals, HF&H:
Reviewed the accuracy of the hauler’s commercial and roll-off billing;
Observed commercial bin service levels (size and quantity of bins) in the field on a sample basis;
Verified the accuracy of tonnage reported (collected, diverted, transformed and disposed) to the City;
Verified hauler compliance with selected provisions of the agreement; and,
Reconciled the City’s billing to customers and reconciled the hauler’s billing to the City.
Results
HF&H found that:
The hauler was not complying with a number of sections of the Agreement that required either revision of the Agreement or action by the City to enforce the Agreement; and,
There were inconsistencies between services billed to the City by the hauler and the services billed to the customers by the City. These inconsistencies included:
Charges to the City for commercial bins with locking lids that were not passed on to the customers;
Charges for scout service to City for which the City was not billing the customers;
Services not billed by the City as the result of missing documentation; and,
Timing differences between when the City billed the customers for service and when the hauler billed the City for the service provided.
