Contract Compliance Review

2006 - 2007

Client Needs

HF&H was hired by the City of Daly City to: 1) document Allied's compliance with the terms of the existing franchise agreement; and, 2) prepare a request for qualifications/ proposals for some or all of the services currently included in the franchise agreement with Allied.

HF&H Solutions

The following methodology was utilized to perform the compliance review:

  1. Created a contract compliance matrix that listed every requirement in the Agreement and proposed a method for testing/documenting Allied’s compliance/non-compliance with each requirement;
  2. Requested, obtained and reviewed Allied’s documents for completeness;
  3. Visited City offices, interviewed City staff, searched City records for, and made copies of, relevant documents;
  4. HF&H staff observed solid waste, recycling, and green waste collection operations in Daly City, utilizing route maps provided by Allied.  Observed three residential routes each day, for two days, and one commercial route and Allied’s transfer station operations. 
  5. Interviewed Allied staff, obtained clarifications of data submitted in response to the request for information, and observed operations at Allied’s customer service center and maintenance shop; and,
  6. Reviewed Allied’s customer service training materials and “script.”

Results

The findings of our review were used to negotiate service enhancements and changes to the franchise agreement to address areas of non- or poor-performance.
