In December 2004, the City of Inglewood entered into an exclusive franchise agreement (Agreement) for solid waste collection services that HF&H assisted the City in negotiating. The new agreement included several new recycling requirements and a change in the roll-off billing rate structure. The City needed to verify that the hauler was complying with the new requirements and had correctly adjusted its billing practices.
HF&H Solutions
After the contract had been in place for a year, HF&H:
Reviewed the accuracy of the hauler’s roll-off billing;
Reviewed the rate adjustment request;
Verified the accuracy of tonnage reported as mixed waste processed, sent for transformation, otherwise diverted and disposed;
Confirmed whether the required mixed waste processing and transformation levels were achieved as required by contract;
Verified that required commercial customer site visits were completed; and,
Verified whether routes were exclusive to Inglewood customers.
Results
Problems were identified and corrected early in the contract term, such as:
The hauler was able to revise significant billing practice inaccuracies that were identified in roll-off billing;
The hauler was found not to be accurately determining the minimum mixed waste tonnage to be processed and sent for transformation; and,
Third-party diversion not accounted for accurately.
The City has since retained HF&H on an on-call basis to monitor the hauler’s performance, review rate adjustments, and assist with contract management.
