The City of Orange has a franchise agreement with a solid waste contractor for the collection, transportation, recycling, processing, and disposal of solid waste. The agreement allows the City to retain an outside auditor to review the contractor’s compliance with certain contract terms.
HF&H Solutions
In 2001, the City retained HF&H to perform an agreed-upon procedures review of the contractor’s compliance with the terms of the franchise agreement in order to determine whether or not:
The hauler was performing annual audits of its collection routes;
The contractor was properly maintaining documentation of hazardous materials found in the solid waste collected, diverted the material from the landfill, and made the required notifications;
The contractor was accurately billing the multi-family, commercial bin and roll-off customers according to the approved rates; and,
The Company had assigned its rights or delegated, subcontracted, or otherwise transferred its obligations to perform services required under the agreement without prior consent of the City.
Our review found that the contractor complied with contract provisions.
Results
HF&H made recommendations to the City to clarify or define certain terms in the agreement and develop rates for services not included in the City-approved rate structure.
