Contract Compliance Audit of Commercial & Residential Waste Haulers

Client Needs

The City of Diamond Bar entered into ten-year contracts in August 2000 with Waste Management of the San Gabriel/Pomona Valley for residential solid waste collection services and Valley Vista Services for commercial solid waste collection services.  The City retained HF&H Consultants to review certain aspects of each contractor’s performance.

HF&H Solutions

To confirm adherence to the terms and conditions of the contracts, HF&H audited the following contract terms:

  1. Contractors’ handling of customer complaints;
  2. Customer billings;
  3. AB 939 Administrative Fee remittances; and,
  4. Recycling and disposal tonnage reporting.

Results

During the compliance audit, HF&H found that both contractors had minor inaccuracies in the payment of the City’s AB 939 Administrative Fee. Additionally, there were minor inaccuracies found while reviewing the customer billings. HF&H notified the contractors of the customer billing adjustments and the contractors stated that adjustments were made.
