HF&H managed the procurement process for the Town of Paradise and the County of Butte. This procurement process was designed to select one service provider to collect solid waste, recyclable materials, and yard waste in the Town and the adjacent unincorporated areas. The existing agreement between the Town and the current service provider was to expire December 31, 2006.
HF&H Solutions
The procurement involved adding customers from the unincorporated areas into the Town’s solid waste franchise, and converting the area from a non-exclusive franchise system to an exclusive one. Residents and businesses in the Town had historically been able to choose between one of two hauling companies holding non-exclusive franchises issued by the Town. Residents and businesses in the unincorporated areas could choose between multiple private haulers. One of the challenges to the process was the Town and County’s desire to reduce the number of service providers in the service area to one provider.
As part of the project, HF&H facilitated meetings with the joint committee of the Town and County; attended Town council meetings; prepared the RFP and franchise agreement; and evaluated four proposals for solid waste, recyclable materials and yard waste collection. We assisted the Town and County with the contractor selection process. As part of contractor selection process and at the direction of the Town and County, we negotiated four separate franchise agreements to allow the Town Council and County Board of Supervisors to base their selection decision on final negotiated terms. At the final joint meeting with Town Council and the County Board of Supervisors, the County decided not to go through with the process. HF&H assisted the Town in the final negotiation process with the selected hauler, including assistance with the setting of rates.
