Client Needs

The City of Rohnert Park (City), in planning for the expiration of its franchise agreement, needed to expand diversion programs to increase its diversion from 39% to 50%.  The City was interested in considering the merits of extending its current franchise agreement or seeking proposals from other contractors.

HF&H Solutions

HF&H provided strategic planning assistance that explored the benefits of conducting a competitive contractor selection process rather than extending the existing franchise agreement.  The strategic planning process also included designing new or expanded diversion program for residential and commercial customers.  The City Council approved the plan to conduct a competitive procurement process.  HF&H prepared the RFP and franchise agreement for new refuse, recyclable materials, compostable materials, and street sweeping services, managed the RFP process, and assisted the City in negotiations of a new contract.

Results

  • The procurement process resulted in a 10% reduction in costs ($400,000 annually or $4,000,000 over the 10 year term of the contract);
  • Implementation of single-stream residential recyclables collection; and,
  • Increased diversion programs to multi-family and commercial customers.
