Client Needs

The SBWMA is a Joint Powers Authority (JPA) comprising of twelve Member Agencies in southern San Mateo County.  The SBWMA’s operating agreement for transfer and recyclables processing services and its Member Agencies’ collection agreements expire at the end of 2010.  The size of the SBWMA service area (86,000 residential and 9,600 commercial customers), the complexity of working with a dozen agencies, and an interest in enhancing services required that the contractor selection process commence 5.5 years prior to the expiration of the existing agreements.

HF&H Solutions

HF&H is currently assisting the SBWMA with a process for competitively selecting new contractors for solid waste collection and transfer and processing facility operation.

During the planning phase of this contractor selection process, HF&H managed two subcommittees, which each included representatives from the Member Agencies.  One committee focused on planning future programs and services; and the other committee focused on the method of conducting the contractor selection process and the conditions of the future collection and operations contracts.  HF&H managed preparation of meeting materials for 16 committee meetings, coordinated efforts of a consultant team, and authored or reviewed more than 50 separate issue papers related to the solid waste system analyzing, in detail, various options available and presenting recommendations to the SBWMA that were specific to their unique local conditions.  When the committee process was completed, HF&H prepared a comprehensive report summarizing the committees’ recommendations; assisted the SBWMA Board in review and approval of the committees’ recommendations; and presented the Board recommendations to several Member Agencies.

HF&H is currently assisting with development to Collection RFP and draft agreement.

Results

HF&H managed a success committee process that resulted in:

  • Completion of the planning efforts in accordance with the ten -month schedule;
  • Approval of committee recommendations by the Board with little modification; and,
  • Agreement by 9 of 12 Member Agencies to the SBWMA’s procurement process.
