In the City of Sacramento, commercial solid waste collection services are provided by permitted haulers in an open-competition format. The City wanted to improve collection activities in the Old Sacramento area, the City’s historic district. Specifically, the goals were to improve the quality of service provided to customers and to enhance aesthetics of container storage areas, which are highly visible to the large tourist population. The City decided that establishment of an exclusive franchise area for Old Sacramento would allow them to select one hauler that could be more effectively managed and monitored yielding improved services.
HF&H Solutions
HF&H assisted the City in determining the structure for the new collection system (e.g., which materials will be collected by an exclusive franchise hauler) and the services to be provided (with an emphasis on providing enhanced diversion opportunities for businesses). HF&H then managed a competitive procurement process to select one exclusive hauler to provide commercial solid waste collection services for Old Sacramento. As part of this process, we assisted the City with drafting an RFP and franchise agreement, evaluating proposals and meeting with various stakeholders.
Results
As of October 2007, the procurement is still in progress.
