Landfill and Transfer Station Operator Procurement

Client Needs
The County of San Bernardino was interested in procuring a new disposal system operator for its system of 6 landfills and 13 transfer stations. The County had concerns regarding the current structure of system operations, and the need to increase system tonnage or otherwise increase net revenue to the system.
HF&H Solutions
We initially:
Evaluated the disposal system and recommend possible restructuring;
Prepared the RFP for the operation of the system;
Conducted the procurement process; and,
Negotiated the final agreement.
Results
Due to the success of the procurement and the County’s satisfaction with our work, the County promptly retained HF&H for additional projects, including:
Negotiating a rate for additional system tonnage to be received from the successful proposer; and,
Developing a financial model to track the financial impact of tip fee strategies, tonnage shifts, and other system costs on revenue, closure and post-closure funding and other funding needs.
