Client Needs

The City of San Diego wanted to extend the remaining capacity of its landfill by increasing diversion activities.  As part of this goal, the City decided to allocate acreage at its landfill site for the purpose of developing a construction, demolition, and inert processing facility.  While the City owned the site, the City wanted to enter into an agreement with a private company to design, build, and operate the construction, demolition, and inert processing facility.

HF&H Solution

HF&H assisted the City's Environmental Services Department in the procurement of a contractor to design, build, and operate a construction, demolition, and inert processing facility located at the City-owned landfill.  The process included preparing an RFP, evaluating proposals, assisting with contractor selection, and negotiating the franchise agreement.  In preparing the RFP and agreement, emphasis was placed on facility and equipment maintenance and compensation, as well as creating diversion incentives.  The processing facility is anticipated to be completed in three phases: Phase I is designed to process up to 300 tons per day; Phase II is designed to process up to 800 tons per day; and, Phase III is designed to process up to 1,500 tons per day.

In response to the RFP, four companies submitted proposals offering the City of San Diego several options in terms of the processing technology, operating plans, and costs.

Results

  • Selection of a contractor with an excellent track record operating similar facilities with diversion results as high as 75%;
  • Plans for implementation of a processing facility that relies on proven technology and a strong marketing plan for the recovered materials; and,
  • Flexible, three-phased compensation mechanism that adapts to anticipated tonnage changes and the fluctuating needs for processed materials that will be used on-site at the City-owned landfill.
