Franchise Collection System to Attain 75% Diversion

HF&H was retained by Alameda County through a competitive bid process to assess current collection services and analyze methods of regulating collection services in the unincorporated areas of Eastern Alameda County. HF&H will also assist the County in implementing the selected hauler regulation system.
Client Needs
In the unincorporated areas of Eastern Alameda County, solid waste, recyclables, and organic collection services are currently unregulated. Residents and businesses arrange services individually through two or three hauling companies providing service in the area. The County periodically receives calls from customers frustrated with the level of service provided and the rates for service. The County is interested in regulating the collection activities so they can respond to their customer’s needs. In addition, the County is interested in establishing recycling standards to support the county-wide goal of 75% diversion.
HF&H Solutions
HF&H will conduct a thorough analysis of current solid waste, recyclables, and organic collection services in the unincorporated area of the County to determine which haulers are operating in particular areas of the County, what customers receive serviced and the type and cost of service customers receive, and identify the geographic areas where customers are not served and why. We will analyze a range of hauler regulation methods including use of a permit system, non-exclusive franchise system, exclusive franchise systems, service districts. We will also analyze hybrid systems, including those that combine characteristics from exclusive and non-exclusive agreements. With input from the County staff and Board of Supervisor’s office, HF&H will form a recommendation that is tailored to the dynamics of the existing collection system and the goals of the County, and incorporates the best attributes from different regulation methods. The Board of Supervisors will select the hauler regulation method and HF&H will assist the County with implementing the system.
