Based in part on previous work with the County, Orange County Waste & Recycling (OCWR) selected HF&H from a competitive bid to manage the negotiation process for a disposal agreement with the County’s 34 participating cities valued in excess of a billion dollars.
Client Needs
OCWR operates all three landfills in the County. In 1997, OCWR entered in to disposal agreements with all Orange County cities in 1997. This agreement was set to expire in 2010, and OCWR needed to to prepare for a new contract by evaluating competing disposal alternatives in Southern California, project financial and opertions conditions and strategies up to 2020, and negotiate a new disposal agreement with the cities based upon projected revenue requirements.
HF&H Solutions
HF&H conducted a thorough analysis of the County’s operations. HF&H developed a 10-year financial model for systems opertaions in support of disposal agreement negotiations with the County’s 34 cities. We’ve evaluated competing disposal alternatives, projected disposal quantities based on several scenarios, and identified gate fee strategies projected to provide sufficient revenue to meet system funding. We assisted the City through all phases of the negotiation process, and briefed County Supervisors and prepared workshops for City Managers and other stakeholders. We are currently updating budget targets due to the fluctuation in disposal tonnage generated in the County.
