Long Term Resource Management Options

2006 - 2009

HF&H has been working with the City of San Diego since 2006 to assist them in the identification of long-term options for managing their solid waste, recycling, and organics discards to ensure adequate planning prior to the closure of the Miramar Landfill. HF&H has substantially completed work on Phase I and is beginning Phase II in Summer/Fall of 2008.

Client Needs

The City of San Diego Environmental Services Department is responsible for residential collection services and a variety of recycling programs and disposal services at the Miramar Landfill.  The landfill is scheduled to close between 2011 and 2016.  In late 2007, the City adopted a mandatory recycling ordinance for single-family, multi-family, and commercial generators.  The City is seeking to develop a strategic plan for its long-term waste management options.

HF&H Solutions

HF&H, with Bryan A. Stirrat & Associates, is projecting demand and evaluating alternatives as part of preparing a 25-year strategic plan for the City that addresses the City’s recycling, diversion, and disposal needs.  The planning process includes forming and working with a solid waste advisory committee.  Phase I involves evaluating the City’s waste management needs, current financial programs and key regulatory requirements, and identifying a range of alternative solutions.  The alternatives will be evaluated using a goal achievement matrix.  HF&H is responsible for developing the system demand and available capacity analyses, evaluating the financial condition of the City’s current operations, and evaluating potential funding strategies for the alternatives as well as participating with the solid waste advisory committee.

HF&H’s assignments include analysis of the following:

  • Population and waste stream projections by waste shed
  • Facility permitted capacities and planned expansions
  • Proposed new facility capacity
  • The projection of program and facility needs to address future waste stream requirements.
