The City of Burbank implemented an AB 939 fee payment program for the commercial waste haulers in 1992.

The City retained HF&H in 1993 to perform the initial review of the accuracy of the AB 939 payments remitted by the waste haulers in 1992. The City has retained HF&H annually to review fee payments submitted from 1992 to 2006 to verify the accuracy of:
Annual franchise fee remittances by a selected sample of waste haulers;
Gross receipts reported by a selected waste haulers; and,
Reasonableness of tonnage reported by the selected waste haulers.
Results
HF&H identified approximately $159,000 in additional AB 939 fees due to the City. During the initial review of the City’s AB 939 fee payment program, we determined that the waste haulers were using many different methods to calculate the fee, and that the fee payments often did not comply with the City’s ordinance. In recent years, the accuracy of the reports and AB 939 fees remitted to the City has improved as a result of the annual fee payment reviews.
