Client Needs

The Coachella Valley Association of Governments (CVAG) has been managing used oil grant programs for its member cities in the Coachella Valley for several years. Pooled together, the grant funds from these cities are worth approximately $80,000 per year. CVAG sought consultant assistance to manage and administer this grant program.

HF&H Solutions

Before retaining HF&H, CVAG’s grant program activities had changed from year to year. HF&H reviewed CVAG’s prior program activities and compiled data to measure the effectiveness of these programs. Through this research HF&H was able to provide program modifications which generated increased diversion levels, and a framework for sustainable behavior.

Used Oil Block Grant Administration
HF&H has assisted CVAG with the administration of their Used Oil Block Grant by performing the following tasks:

  • Assisted CVAG staff with the preparation of the Used Oil Block Grant Annual Reports;
  • Gathered statistical data of used oil collection for all of the cities that contract with CVAG to manage their used oil grant funds. HF&H used this as baseline data to compare to used oil amounts collected after completion of the filter exchange events;
  • Conducted certified center inspections at 12 centers in the Coachella Valley; and,
  • Prepared status reports pertaining to this engagement for inclusion in CVAG’s Solid Waste Technical Working Group staff reports.

Used Oil Filter Exchange Events
HF&H has assisted CVAG in planning and hosting used oil filter exchange events in seven member cities. HF&H accomplished this by performing the following tasks:

  • Conducted extensive demographic research in order to apply effective public outreach strategies.
  • Developed an advertising strategy which would increase attendance at the events, increase proper recycling of used oil and filters, and sustain changes in disposal behavior.
  • Participated in and trained member city personnel at events

Results

In fiscal year 2008, HF&H implemented an alternative advertising strategy which has increased recycling of used oil and used oil filters by over 100% from fiscal year 2007.
