The County of Stanislaus needed a consultant to:

  • Provide expert third-party review of the Department’s Landfill Rate Calculations that were performed by County staff using a rate model previously developed for the County by HF&H;

  • Identify any necessary improvements to the model, and evaluate the support for the assumed values of key variables affecting the projections; and,

  • Participate in a presentation of the final tip fees to the Board of Supervisors.

HF&H Solutions

  • Reviewed the mathematical accuracy of the calculations by footing and extending all schedules;

  • Reviewed the logical consistency of key assumptions to one another as they are used in each scenario of the Landfill Rate Model, as well as their consistency with other information external to the Landfill Rate Model;

  • Reviewed the documentation supporting the underlying assumed values of key variables used in the calculations to ensure that they are consistent with the values assumed, is prepared by authoritative sources, and that it is timely; and,

  • Reviewed the analysis prepared by Staff of the effect of making reasonable variations to the assumed values of key variables.

Results

Working in close cooperation with department staff, HF&H reviewed the calculations and support underlying the staff’s calculation of tip fees and the financial results of operations.  HF&H made certain recommendations that resulted in changes to the staff’s projections.  The revised projections were presented to and adopted by the Board of Supervisors.
