Sustainability

Respecting the environment and maintaining a healthy planet for future generations is not simply an idea we strive towards; it is central to how we serve communities. HF&H is able to provide environmentally, economically, and socially sustainable solutions to local governments because we recognize the impact public services can have and we have the tools to plan, implement, and monitor programs and services that make a difference.

PLANNING

Zero Waste & High Diversion Planning

In working with clients such as Los Angeles County, the City of San Diego, and Kern County, HF&H identified areas where these jurisdictions could significantly reduce the amount of garbage sent to landfill, thereby maximizing the utilization of resources and preventing the need for new or expanded landfills.

Greenhouse Gas Reduction Regulations

The California Integrated Waste Management Board (CIWMB) is working with HF&H to understand the cost associated with developing a statewide commercial recycling regulation aimed at reducing greenhouse gas emissions by 5 million metric tons of carbon dioxide equivalents annually.

MONITORING

Greenhouse Gas Inventory Studies

Having worked for the City of Lawndale for several years, the City turned to HFH to conduct its first municipal services greenhouse gas inventory study.

Sustainability Indicators for Local Government

In 2002, HF&H helped StopWaste.org in developing sustainability indicators for Alameda County. The indicators include disposal of waste and use of water, electricity, and natural gas within the county. HF&H has continued to monitor these indicators for StopWaste.org each year since they were developed.
  

IMPLEMENTATION

Solid Waste Contract Procurements

HF&H encourages clients to consider including more sustainable practices when procuring solid waste and recycling collection contracts. As part of this, HF&H suggests options for the contract which include use of rerefined oil, requiring contractors to implement environmentally preferable purchasing practices, using alternative fuel vehicles in collection fleets, honoring existing labor agreements and work force (when appropriate), and encouraging partnerships with local non-profits and community organizations. HF&H included language in solid waste contracts mandating the recycling of electronic wastes long before any State legislation required jurisdictions to do so. We also provide incentive structures that encourage high recycling rates among garbage collectors, including financial incentives and contract extensions.

Used Oil Block Grant Administration

Through a combination of public education and outreach based on comprehensive demographic research, and an inventory advertising strategy aimed at increased attendance at used oil filter exchange events, HF&H has increased used oil filter recycling for a multi-jurisdictional agency by over 200%, while decreasing grant dollars spent per filter recycled by 80%.
