WATER / WASTEWATER SERVICES

Distinctive Approach

Consensus builders. Decision managers. More than analysts. HF&H Consultants, LLC, provides consulting services relating to water, wastewater, and stormwater unique to each municipality. Our core services include:

  • Financial Planning – Preparation of multi-year financial projections to determine funding requirements from available sources.

  • Rates – Developing rate designs that meet rate-making objectives.

  • Development Impact Fees – Deriving charges for connecting to facilities in compliance with legal requirements.

  • Management Studies – Analyzing organizational efficiency, institutional relationships, and growth strategies.

  • Resource Management and Economics – Evaluating the impacts of resource constraints on operational capabilities and contractual commitments.

  • Litigation and Regulatory Support – Assisting with contractual compliance audits, inter-agency negotiations, and rate and fee analysis.

Experience Matters

Seventy-five percent of our work is performed for long-term, continuing clients for whom the members of HF&H Consultants have worked for as long as 20 years.

Seventy-five percent of our work is directly related to rate regulation, which typically involves revenue requirement analyses, cost-of-service studies, and rate design.

Our principal clients are state and local governmental bodies such as cities, counties, and special districts.

Several of our clients are joint organizations of municipalities sharing a common concern such as water management or solid waste rate regulation.  In addition, we provide litigation support to the legal counsel of these and other clients.

Mission Statement

Our mission is to be the first choice and recognized leader among municipal agencies for high quality consulting services in selected geographic and service markets.

INFORMATION CENTER

For years, indirect cost allocation plans have determined transfers from enterprise funds to offset the cost of general fund overhead. Funding for stormwater and streets programs with transfers from water, sewer, and solid waste revenues must comply with Proposition 218.

Interfund transfers that fund stormwater and street programs should be incorporated into any water, sewer, and solid waste rate study. Our extensive experience in setting rates for water, wastewater, stormwater, and solid waste is perfectly suited to developing in-lieu franchise fees and vehicle impact fees.
