Seventy-five percent of our work is directly related to rate regulation, which typically involves revenue requirement analyses, cost-of-service studies, and rate design.
Our principal clients are state and local governmental bodies such as cities, counties, and special districts.
Several of our clients are joint organizations of municipalities sharing a common concern such as water management or solid waste rate regulation. In addition, we provide litigation support to the legal counsel of these and other clients.

INFORMATION CENTER
For years, indirect cost allocation plans have determined transfers from enterprise funds to offset the cost of general fund overhead. Funding for stormwater and streets programs with transfers from water, sewer, and solid waste revenues must comply with Proposition 218.
Interfund transfers that fund stormwater and street programs should be incorporated into any water, sewer, and solid waste rate study. Our extensive experience in setting rates for water, wastewater, stormwater, and solid waste is perfectly suited to developing in-lieu franchise fees and vehicle impact fees.
